Response to Active Shooter Incidents for Educational Institutions
Each school day thousands of students are entrusted to your care. On most days, our schools are safe havens for teaching and learning. In spite of our best efforts and preparation, school personnel may serve as first responders for an array of emergency incidents. As recent events around the country continue to show us, unfortunately schools are not immune from intruders, crime, or violence. We hear about a shooting in a school, college, university or other workplace setting every few months now, in both large and small towns. Over the past few years there has been a significant increase in the number of indiscriminate shootings of innocent people in schools and other public buildings. The first people on the scene of these types of incidents are school officials - administrators, teachers, security officers and other employees. This has put the school official in the forefront of a crisis. Training on-scene personnel in the initial actions to make a difference and potentially save lives during the crucial first couple of minutes before police arrive on the scene is vital. Effective crisis management is critical to the safety of the students and other personnel in your educational institution.
Locally, we continue to hear of individuals that have made threats, verbally or through social media, that they have a desire to commit some type of violent act within a school. Given today’s threats, schools must be prepared to respond in partnership with local, State, and Federal law enforcement agencies. As partners, you must respond together in a seamless, coordinated fashion using the same terminology and approach. All of our training programs incorporate the use of the Incident Command System, ensuring compliance with the New York State Safe Schools Against Violence in Education Program (Project S.A.V.E.) and State Education Commissioner’s Regulation 155.17 that requires that school emergency plans define the chain of command in a manner consistent with the Incident Command System (ICS). “Active Shooter” is a phrase used by law enforcement that describes an armed person who is actively engaged in killing or attempting to kill people in a confined and populated area, and continues to do so while having unrestricted access to additional victims.
The Active Shooter Awareness for Educational Institutions seminar is designed to bridge the gap between responding law enforcement officers and school public safety/security officers, faculty, administrators and other school personnel in an active shooter situation. This seminar will focus on assisting school personnel in their ability to: prevent; prepare; report; and protect themselves and their students from an active shooter during the critical moments before the arrival of police and what to expect from the officers once they are on scene. It will prepare participants to provide law enforcement officers with the necessary information to properly respond to these extremely difficult situations. All employees, in all workplaces, can help prevent and prepare for potential active shooter situations before they occur. This course provides guidance to individuals in educational institutions so that they can prepare to respond to an active shooter situation in the acedemic setting. The Active Shooter Awareness for Educational Institutions training seminar is designed to bridge the gap between responding law enforcement officers and school public safety/security officers, administrators, principals, vice-principals, faculty, and other school personnel in an active shooter situation. The presentation is designed to assist school personnel in their ability to: prevent; report; and protect themselves and their students from an active shooter during the critical moments before the arrival of police and what to expect from the officers once they are on scene. It will prepare participants to provide law enforcement officers with the necessary information to properly respond to these extremely difficult situations. This seminar will include a classroom presentation covering the following areas: Overview and historical examination of active shooter violence in school and campus environments; an examination of lessons learned; the differences between the active shooter and hostage taker; behavioral pre-cursors; the concept of leakage; threat assessments; school lockdowns; and rapid deployment response by school and campus security/public safety personnel. The training also includes exercises to be used to facilitate discussions about the development of effective crisis management protocols used to deal with crisis situations and demonstrate the lessons learned.
