Response to Active Shooter Incidents for Governmental Municipalities
We hear about a shooting in a school, college, university, hospital or other workplace setting every few months now, in both large and small towns. Just watch your local news and you will see that over the past few years there has been a significant increase in the number of indiscriminate shootings of innocent people in governmental and other public buildings.
In recent months, public assembly areas throughout the nation have experienced active shooter and other workplace violence incidents. Though no one can truly be prepared for an active shooter attack, there are ways that individuals can be better prepared if such a situation occurs. The first people on the scene of these types of incidents will be administrators, managers, security staff, and other employees.
“Active Shooter” is a phrase used by law enforcement that describes an armed person actively engaged in killing or attempting to kill people in a confined and populated area. An uncontained active shooter subject uses deadly physical force on individuals and continues to do so while having unrestricted access to additional victims, causing serious injury or death. In most cases, active shooters use firearms and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. All employees, in all workplaces, can help prevent and prepare for potential active shooter situations before they occur. This course provides guidance to individuals, including managers and employees, so that they can prepare to respond to an active shooter situation. This course is not written for law enforcement officers, but for non-law enforcement employees. However, the material may provide law enforcement officers information on recommended actions for non-law enforcement employees to take should they be confronted with an active shooter situation.
We live in a world of ever-increasing risk; No workplace – be it a construction site, office building, factory floor, or retail store – is immune from these threats. Risks threaten worker safety, employee morale, and your company’s economic livelihood. Some threats are intentional acts, such as sabotage and violence. Others are caused by natural disasters or manmade accidents. No matter the threat, all employees have a responsibility to help their company protect its employees, information, data, and facilities. Another thing to know about active shooters is that the active shooter will often move throughout a building or area until either stopped by law enforcement, they commit suicide, or are stopped by other intervention. The active shooter situation is dynamic, highly unpredictable, and events involving active shooters unfold very quickly, often ending within minutes. This is typically before law enforcement arrives on scene. Violent incidents, including but not limited to: acts of terrorism, an active shooter, assaults, or other incidents of violence can occur in a place of public assembly or in close proximity with little or no warning. It is for these reasons that every individual should be prepared to confront this issue and make it part of their planning process. In the critical minutes prior to the arrival of police, the decisions you make and the actions you take can make the difference between surviving or not. Training has proven to be the most effective preparation for survival in these situations. History shows that the immediate actions of these people on the scene and inside the situation are the most effective way to minimize or even stop the violence. The Response to Active Shooter Incidents for Governmental Municipalities training is an important consideration for all municipalities, large or small. It is designed to assist individuals in their ability to: prevent; report; and protect themselves and others from an active shooter during the critical moments before the arrival of police and what to expect from the officers once they are on scene.
