Response to Active Shooter Incidents for Libraries
Cases of workplace violence involving armed individuals in libraries are both rare and catastrophic. Not all subjects have used guns in these attacks, edged weapons are a common concern as well. Recent attacks in Washington, DC; Arlington, Virginia; Memphis, Tennessee; Sacramento, California; and Clovis, New Mexico have heightened awareness of the need for library employees to follow the established safety and security protocols for active shooters. Notably, libraries are one of the few public places anyone can walk in, unimpeded. Since all employees are in charge of their own sense of security, they need to know what to do and how to protect themselves and others during these life-changing events.
Each day patrons are entrusted to your care. On most days, our libraries are safe havens for teaching and learning. Despite our best efforts and preparation, library personnel may serve as first responders for an array of emergency incidents. As recent events around the country continue to show us, unfortunately libraries are not immune from intruders, crime, or violence. We hear about a shooting or other violent incident in a library, school, college, university, or other workplace setting every month, in both large and small towns. Over the past few years there has been a significant increase in the number of indiscriminate shootings of innocent people in libraries and other public buildings. The first people on the scene of these types of incidents are library officials - administrators, librarians, and other employees. This has put the library official in the forefront of a crisis. Training on-scene personnel in the initial actions to make a difference and potentially save lives during the crucial first couple of minutes before police arrive on the scene is vital. The Active Shooter Awareness for Library Employees seminar is designed to bridge the gap between responding law enforcement officers and security officers, librarians, administrators, and other library personnel in an active shooter situation. This seminar will focus on assisting library personnel in their ability to: prevent; prepare; report; and protect themselves and their patrons from an active shooter during the critical moments before the arrival of police and what to expect from the officers once they are on scene. It will prepare participants to provide law enforcement officers with the necessary information to properly respond to these extremely difficult situations.
This two-hour seminar covers the following areas: Overview and historical examination of active shooter violence in library environments; an examination of lessons learned; the importance of partnering with police agencies; behavioral pre-cursors, leakage, and recognition of workplace violence; threat assessments; and management of rapid deployment response techniques by library personnel. This seminar is designed to facilitate discussions about the development of effective crisis management protocols used to deal with emergency situations and demonstrate the lessons learned throughout the presentation.
